Parliament : Deputy Minister said it is safe to walk in KL at 3 am, you agree?

I am shocked to hear the reply of the Deputy Minister of Internal Security, Dato’ Mohd Johari in Parliament regarding public safety. He was answering to a question raised by Lim Kit Siang regarding IPCMC and the current unsafe enviroment which had recently took the life of Lee Kean Yip, (TAR college student) and Ng Chuen Lim (salegirl from Kuantan).

He said that it is still safe to walk in any part of KL at 3 or 4 morning and it is not a problem! Do you agree with him? Then, the public must be “creating own problems” and wasting their time for carrying banners and holding protests to call on government to provide a crime free environment? It also goes to mean that Lee Kean Yip and Ng Chuen Lim being victims of snatch theft died in vain!

The concluding remark of the Deputy of Pak Lah shows that he is not sensitive at all to the public outcry about the unsafe environment although he did stress that the government is monitoring the crime rate and the government is a responsible one.

Pak Lah is holding 3 positions and port folio, ie Finance Minister, Minister of Internal Security and PM. I suggest that he be released the burden and workload as a Finance Minister and Internal Security Minister and concentrate as a PM only.

Tuan Lim Kit Siang [Ipoh Timor] minta Menteri Keselamatan Dalam Negeri menyatakan kedudukan terbaru polis terhadap penubuhan IPCMC. Adakah kerajaan akan membentangkan satu rang undang-undang penubuhan IPCMC untuk diluluskan dalam sidang Dewan Rakyat ini.
Timbalan Menteri Keselamatan Dalam Negeri [Dato’ Mohd Johari bin Baharum]: Terima kasih Yang Berhormat. Tuan Yang di-Pertua, mengenai sebuah Suruhanjaya Bebas Aduan Mengenai Salah Laku Polis (IPCMC), Mesyuarat Jawatankuasa Kerja Pelaksanaan Penambahbaikan PDRM yang dipengerusikan oleh Yang Amat Berhormat Perdana Menteri telah mengambil keputusan bahawa secara prinsipnya cadangan penubuhan badan penyemakan bebas ini adalah dipersetujui.

Jabatan Peguam Negara sedang dalam peringkat akhir membuat perancangan lengkap mengenai penubuhan badan bebas ini. Kertas Cadangan akan diangkat kepada Yang Amat Berhormat sebelum di bentang kepada Jemaah Menteri dan sama ada ini akan ditable di Parlimen, ini bergantung kepada bentuk IPCMC yang akan dikemukakan oleh pihak AG.

Tuan Yang di-Pertua, pihak pengurusan PDRM juga telah mengatakan sokongan penuh dan akur kepada apa juga keputusan kerajaan mengenai bentuk dan kuasa badan penyemakan bebas ini. Pada pandangan pihak PDRM telah diberi perhatian yang sewajarnya oleh Jabatan Peguam Negara.

Tuan Lim Kit Siang [Ipoh Timor]: Saya sangat kesal bahawa Yang Amat Berhormat tidak ada di sini sekarang ini, adakah menunjukkan bahawa keutamaan mengenai IPCMC dan laporan Police Commission sudah jatuh dalam pandangan Yang Amat Berhormat Perdana Menteri khasnya apabila kita baru-baru ini tengok banyak kes yang berlaku jenayah sama ada mengenai Kolej Tunku Abdul Rahman, Lee Kean Yip atau wanita jurujual di Kuantan (Ng Chuen Lim).

Adakah Yang Berhormat sedar bahawa tujuan menubuhkan Suruhanjaya Polis yang ada ini pun diakui oleh laporan ini ialah oleh kerana kerajaan ada timbul kebimbangan yang meluas tentang kejadian jenayah yang tinggi dan persepsi gejala rasuah dalam PDRM dan rasa tidak puas hati orang ramai terhadap peri laku dan prestasi anggota polis.

Nampaknya masalah ini lebih teruk sebelum penubuhan suruhanjaya dan kenapa sungguhpun polis sudah menarik balik tentangan terhadap IPCMC, Peguam Negara atau come up Peguam Negara di samping untuk mempercepatkan penubuhan IPCMC yang di recommend oleh suruhanjaya ditubuhkan pada Mei tahun ini. Crime, the rape lebih serius tetapi nampaknya kita buang masa, buang commission enquiry, buang masa, buang tenaga sahaja. Apa yang berlaku?

Dato’ Mohd Johari bin Baharum: Yang Berhormat bagi Ipoh Timor, sebenarnya pejabat AG bukan sahaja mengkaji mengenai IPCMC sahaja tetapi banyak lagi daripada kementerian-kementerian lain yang perlu dikaji oleh pejabat AG.

Walau bagaimanapun, untuk pengetahuan Ahli-ahli Yang Berhormat, selain daripada IPCMC ini, kita juga mempunyai badan bebas untuk memantau disiplin polis. Untuk pengetahuan tuan-tuan [Disampuk] pada tahun ini sahaja …… Yang Berhormat, minta maaf, 116 kes pegawai polis telah diambil tindakan oleh Jawatankuasa Tatatertib PDRM dan salah seorangnya telah dibuat kerja iaitu berpangkat ASP dan berpangkat Superitenden telah diturunkan pangkat. Bermakna kita sentiasa memantau dan kita amat peka berkenaan dengan kadar jenayah yang berlaku di negara kita.

Dalam masa yang sama, kita tengok juga kejayaan yang dicapai oleh pihak polis. Dalam masa yang singkat sahaja Kumpulan Dewa dapat ditumpaskan. Bermakna polis sentiasa bergerak di samping itu jenayah memang meningkat kerana ada ramai sekarang ini, bukan rakyat kita banyak, jadi macam-macam yang berlaku. Ia tidak semestinya kita tidak memantau tentang keselamatan negara kita. Saya rasa hari di Kuala Lumpur kalau kita pergi ke mana-mana pun pukul tiga pagi atau empat pagi pun selamat. Saya rasa tidak ada masalah.
Saya rasa perkara ini sentiasa dibuat oleh pihak polis. Saya haraplah kepada pihak pembangkang tidak payahlah kita risau kerana kita juga bertanggungjawab mengenai keselamatan negara kita. Terima kasih.

  1. So newspapers are sensationalising all the crime news? Are there not enough stories of victims being slashed and robbed in front of their own homes in broad daylight?

    Perhaps, what can happen to others cannot happen to this deputy minister or he is living in Singapore tho bodily in KL.

  3. Know why DAP is labelled a Chinese chauvinist party? Attack on the Umno-led govt is spinned into an insult of the Malays as if the Malays benefit from the govt shortcomings.

    Malays must wake up that Umno is not for them, not even for the grassroot members of the party. The only time the ordinary members are pampered, feted and given bonuses is during the party’s elections from the contenders.

  4. I challenge the Deputy Minister of Internal Security Dato Mohd Johari to drive his wife into Kuala Lumpur at 3am and leave her there for an hours to be on her own then let her make her way back home.
    We’ll see if she will feel it is safe to walk the streets of Kuala Lumpur at 3 o’clock in the morning. She may then report to him if it is safe.

    His reply is so insensitive to the loss and misfortune of our loved ones. Is this the type of monkeys we want to represent us, to look into our interests?

    Comeon Malaysians, it’s time we GO FOR CHANGE! After half a century, are we any better, other than streets lined with datos, more billionaire cronies and mega structures?

    Taiwan went for change, it can be done here if we stay united and focused. Every 4.5 years Malaysians fell for their lies and propagandas, are we to allow those BN monkeys another time? Enough is enough!

I think that the Deputy Minister Dato Mohd Johari or the other powers-that-be or their families should come back to earth (Malaysia) and live like how the common rakyats do (walk on the streets, take the LRT, wait at the bus stops, getting into your house without the auto gates etc etc) and have a taste of what’s real out on the streets !!

    Then we will see whether his confidence level for our security will hold out.

    3-4 am is safe? 6pm also my wife kena snatch at bangsar village while walking on pedestrian pavement.

    And the pondok polis is just a block away. Sitting in the office smoking and doing nothing.

    I am impressed by other country standard where there are police officers on patrol at strategic places whole day and they dun lepak in road side mamak eating free food from illegal hawkers.

  13. I’ve been browsing the internet, started with Malaysian Today on the update from Kongress PKR and somehow landed on your blog.
    I can feel almost the same sensation, 8-9 years ago during the Reformasi hype though I was a student then.
    Almost 50 years ago, Allahyarham Dato’ Onn had a vision, that Malaya can only be successful when all the races join hand as one party. it was called IMP. It naturally died of course as his vision is well ahead of his time.
    Watching the PKR congress video, I guess it’d make him smile. It made me smile.
    It has been a while, since I saw a glimmering hope to see Malaysia as a just and truly democratic country irregardless of race and religion. The malays have always saying that they needed help and attention from the government, when they’re not seeing other races suffer as well. They need the attention as well. They pay their taxes as well.

    Being a Batu Gajahan myself, I’m proud to see this blog. I hope you keep it up. Though we may not share the same page on certain matters, but I’ll die defending your right to speak up your view.
    It’s time for this beloved nation to change. No, it’s time for the people of this nation to change.
    We’re all patriots of this country. This means fighting to develop a country fully democratic and liberal for its people and that it is exactly necessary to blame the ruling government when they do wrong as to praise them when they do right.
    No more disregard of basic human rights in Malaysia.
    No more pecah amanah.
    No more manipulation of media.
    No more attacks based on race.
    No more incompetent federal response.

  16. Aiyo! Can’t you guys see, what Dato’ Mohd Johari said is true. If only the poor guy got the chance to finish his sentence. What h meant to say was it was safe for him to walk up and down KL streets in the dead of the night because he would have a lot of body guard and police escorts. But he would not be so sure for the general public.

  19. Nearly everyday, there are news coverage of robberies/rape/murder. Now, what the govt did was to conveniently call for RELA’s assistance to help combat crime. And we all know that the average RELA member does not have weapons like the revolver to defend themselves, only batons! Next, the govt wanted to revive the RT (Rukun Tetangga). Also, will they be able to fend off parang-wielding robbers? No! The people well equipped to handle this is still the police. Where are they? Busy enforcing the traffic rules, trying to catch people doing the illegal U-turn, and cutting at double lines! For what rea$on? Yeah, the city will be safe even at wee hours in the morning ONLY if the police could be spotted going on their rounds every 5 to 10 mins.

    My cousin in law and cousin in law son (4yrs old) died two days ago in an accident involving a lorry (That’s without car permit) that try to overtake but instead hit my cousin in law car. Witnesses from the back car had said that it was the fault of the lorry driver. By the time our relatives reach the accident scene, Do you know what the traffic polices said : ` Kita tidak boleh buat apa apa, ini lorrys yang transport pasir di Kuala Selangor adalah Datuk punya, kita tak boleh buat apa-apa’. This is our Police attitude toward road killers in malaysia. Justice….not in Malaysia….

    It is not safe to walk alone even in Bukit Bintang.My friends motorbike was infact stolen right next to the “pondok polis” right in front of the Bukit Bintang McDonald.Twice i am an eyewitness to snatch thieves at the same location. If the ” pondok polis ” is just for 3 police officers to sit inside chatting to each other please removes it or rent it out to interested parties. i wont blame the deputy minister for making that statement.As that is his/ her job. As if he says Kuala Lumpur is no longer safe , imagine the big headache for all those in BN.Thank you.

  26. This is one of the many blog that I read so many sensitive people who wants a better country.
    Obviously the sad truth is that the deputer minister is not looking at the predicament we commoners have.
    Our Ministers and deputy ministers cannot be ostrich anymore but they chose to.
    All the sad facts put forth by the other people in this blog are valid. It is the truth but our deputy minister refuses to listen.
    Our DAP representative have said so many things which is truth but our Ministers just would not listen. Why?
    first, they have no ideology about what this beautiful land can be.Please do not pay lip service to what the country will be by building and constructing all the expensive project and not properly maintain.
    Just on the issues of security. What is the ideal state for the country? It is not just about snatch theif. By the way on the issue of snatch theif, No snatch thief will appear at 3 to 4 am because there is no target, come on,don’t be so stupid.No target, the thief will not waste their energy.

    I definitely think that the deputy minister have twisted the argument. I agree with him it is still same to walk on the street at 3 to 4am. It depends on how and with who you walk, where you walk. No he has distracted the argument.

    what we are all concern is to have a peacful environment, that we know that when people who do wrong they will be soon arrested and punishment carried out. We want to have a peacful state of mind and not to worry all the time when we step out of the house or even fearful of loss when we are in the house.
    The police force have not done that.

    The police force have not projected an image to us that they are there to protect us. We don’t report to them expecting them to help us get back what we lost, we report so that it is a procedure for us to get our claims from the insurance company. So sad.
    the ministers and deputy minister cannot continue to ignore or side track the issues. The fact is that they are not efficient in making our lives better. time to change. give the opposing force a chance. We want a peaceful Malaysia that all Malaysian can be proud of. It is not just the Malay or Chinese or Indian, IT IS ALL OF US MALAYSIAN. Dreams can come true. Dear Ministers, please show us that you have the will and vision for a peaceful nation.
