Parliament: Questions Submitted for Batu Gajah Constituents
Here are the questions which I have submitted to Parliament for the 1 1/2 hour Question and Answer Time. Some of your questions are here but not all. I could not submit more than 15 questions. This is the rule of the House ie 15 questions and each should not be more than 40 words. Indeed, I used the tool - word count- to ensure each question does not exceed 40 words, failing which, the question may be rejected.
However, from 5.5.2008 - 13.5.2008, MPs will have the opportunity to debate the Royal Address and it will be another opportunity to raise issues and get answers from the related Ministries. I will raise the remaining issues during the said debate.
Here are the questions submitted for Question and Answer Time.
Pertanyaan Bagi Mesyaurat Pertama, Penggal Pertama, Parlimen Kedua Belas
Dengan segala hormatnya, saya merujuk kepada surat bertarikh 28.3.2008. Dikemukakan pertanyaan bagi jawab lisan dan jawab bertulis untuk tindakan selanjutnya oleh pihak Parlimen.
Jawab Lisan
1. Fong Po Kuan meminta Perdana Menteri menyatakan kesulitan yang dihadapi oleh YAB untuk melantik seorang ahli bagi menjawat jawatan Menteri Kewangan. Nyatakan sebab-sebab YAB PM masih mahu memegang jawatan Menteri Kewangan. -30.4.2008
2. Fong Po Kuan meminta Perdana Menteri menyatakan dengan mendalam hasil siasatan ekoran daripada pembatalan penggunaan tanda dakwat pada kuku bagi pilihanraya umum ke 12 yang lalu. Nyatakan pihak-pihak yang disyaki terlibat dan tindakan mereka yang dikatakan akan menimbulkan masalah keselamatan dan ketentaraman. -6.5.2008
3. Fong Po Kuan meminta Perdana Menteri menyatakan samada pentadbirannya telah mempunyai rancangan mengadakan rombakan semula pendekatan pentadbiran termasuk dari aspek polisi, perlaksanaan dan penyampaiannya ekoran daripada keputusan pilihanraya umum ke-12 baru-baru ini. Jika ya, sila senaraikan. Jika tidak, mengapa. -7.5.2008
4. Fong Po Kuan meminta Menteri Pelancongan menyatakan sebab-sebab Kementeriannya enggan menyalurkan peruntukan untuk pelancongan kepada negeri-negeri di bawah pimpinan bukan Barisan Nasional, yang sejurusnya mencerminkan Kementeriannya enggan bekerjasama dengan kerajaan negeri walaupun dapat memberi manfaat kepada sektor pelancongan negara ini. – 8.5.2008
5. Fong Po Kuan meminta Menteri Pengajian Tinggi menyatakan mengapakah pindaan kepada Akta Universiti dan Kolej Universiti masih enggan dibentangkan di Parlimen untuk memberi kelonggaran kepada para pelajar universiti melibatkan diri di dalam politik. – 13.5.2008
6. Fong Po Kuan meminta Menteri Dalam Negeri menyatakan apakah kemajuan di dalam siasatan kes culik dan bunuh Nurin Jazlin, kehilangan Sharlinie dan Muhamad Asmawi Jalaluddin. Apakah rintangan yang dihadapi oleh Kementerian untuk menyediakan suasana yang selamat untuk orangramai. -14.5.2008
7. Fong Po Kuan meminta Perdana Menteri menyatakan sambutan terhadap perlancaran laman web www.warkahuntukpm dan nyatakan pandangan-pandangan dan kritikan yang diterima serta tindakan susulannya. -20.5.2008
8. Fong Po Kuan meminta Menteri Perumahan dan Kerajaan Tempatan menyatakan samada Akta Kerajaan Tempatan 1976 akan dipinda di dalam masa yang terdekat ini bagi memulihkan sistem pemilihan kerajaan tempatan. Jika ya, bila. Jika tidak mengapa. -21.5.2008
9. Fong Po Kuan meminta Menteri Sains Teknologi dan Inovasi menyatakan kedudukan pembelian kapsul Soyuz di bawah program Angkasawan Negara serta nyatakan kos dan perbelanjaan dianggarkan untuk misi ke- 2 bagi penghantaran angkasawan tersebut. -26.5.2008
10. Fong Po Kuan meminta Menteri Kesihatan menyatakan sebab-sebab Kementeriannya enggan mengakui dan menerima lebihkurang 200 orang pelajar berkelulusan kedoktoran dari universiti luar negara yang tidak diakui sijil kelulusan mereka. Mengapakah mereka tidak diterima untuk menangani kekurangan doktor di dalam negara. – 27.5.2008
Jawab Bertulis
11. Fong Po Kuan meminta Perdana Menteri menyatakan mengapakah Jabatan Peguam Negara masih enggan memberi arahan pendakwaan terhadap syarikat yang terlibat di dalam perniagaan wang deposit (illegal deposit taking), melanggari (BAFIA) 1989 walaupun siasatan telah selesai dijalankan oleh Bank Negara.
12. Fong Po Kuan meminta Menteri Kewangan menyatakan mengapakah tuntutan-tuntutan pekerja Bank untuk kenaikan gaji sebanyak 30% dan lain-lain faedah, dengan diwakili oleh NUBE masih belum mencapai keputusan walaupun kontrak yang terlibat telah tamat tempoh sejak tahun 2005.
13. Fong Po Kuan meminta Menteri Pelajaran menyatakan samada Kementerian akan memastikan dihadkan jumlah yuran lain yang boleh dikenakan oleh sekolah semasa pendaftaran sekolah agar tidak membebankan memandangkan pengecualian yuran sekolah hanya berjumlah RM 4.50 sahaja.
14. Fong Po Kuan meminta Menteri Pelajaran menyatakan senarai bantuan termasuk kemudahan yang diberi kepada sekolah kebangsaan dan tidak kepada sekolah bantuan penuh serta mengapakah Kerajaan enggan menghapuskan perbezaan kategori tersebut.
15. Fong Po Kuan meminta Menteri Pengangkutan menyatakan samada Kementerian menyedari kelemahan perkhidmatan yang diberi oleh Puspakom di cawangannya di Gopeng dan nyatakan rancangan untuk memastikan perkhidmatannya adalah telus, adil dan bebas rasuah.

all the questions pedas sekali that beg explanations. Very well phrased. With regards to question for Tourism, very encouraging you mentioned negri2 di bawah pimpinan bukan BN instead of opposition ruled states.
Pakatan Rakyat is a coalition of equals, unlike BN in which it is a relationship of Master and slaves. As such do not be alarmed of disagreements arising from time to time.

A successful union is not the absence of tensions. It’s embracing of diversity and the dynamics of agreeing to disagree. There’s no such thing as a perfect union.
Instead of adversarial negotiation, the parties must collaborate.

Hi Poh Kuan,
Good questions indeed. Tony Pua is getting responses from the public regarding the questions to be prepared for the 1st parliamentary session. Can I suggest, some if not all MPs from PR compiled the questions for the public to read???
At least we know what you guys have submitted and what were refused by the Parliamentary Sec…..
Have a website or blog prepared for this if possible…..
And, congrats on your victory on March 8…….

Greetings YB Po Kuan .. =) .. i must say that knowing i could actually post a question 4 u n 4 it being actually ask in parliament brings happiness n smiles 2 me n a feeling of contempt to boot .. feels like i just scored a goal on the pitch .. =) .. feels great .. n thank u 4 providing such avenue .. appreciate it .. hope u can give hints 2 the rest of the BR about this idea .. i’ve seen a lot of sites but have yet 2 come across anything similar to what u have done here .. perhaps its just me .. =) .. anyways .. YB Po Kuan .. I’ve read this article .. n i would .. em .. suggest that u do 2 s well .. i know that time is precious 4 u .. but it involves your NO. 9 question .. according to that article .. it is actually cheaper 2 .. develope n produce a reusable space craft .. than sending n i quote “astronaut” to the ISS .. i know .. having a reusable space craft alone is not enough .. the programs that goes with it .. the infrastructures that surround it .. have 2 b equally developed s well .. n i don’t know if .. then .. the total amount would b less or the same .. or still cheaper than just .. sending “astronaut” 2 the ISS .. but knowing that .. if we built it .. developed it .. flew it to n back .. on our very own reusable space craft .. n the technology that we got from doing things on our own .. would b way more satisfying .. gratifying .. inspiring .. not just 2 me .. but surely 2 the rest n segenap lapisan rakyat .. I m all 4 the “space program” .. =) .. but definitely n without a doubt .. has 2 be .. Hi Po Kuan,
These 15 questions is good enough for the 1st session of Parliment. Everyone has questions to ask but priority has to be given to the interest of the majority and not individually. You have prepared a good list and good consideration has been taken.
Lets see what kind of response and answers from our ministers.

Hello YB Po Kuan !
Will you ask any questions relating the abuse of power by Judges of the High Court ?
How about asking the question of why a court case that is still alive is put into the appeal process; thereby burying the case into oblivion ?

Fong, for item 4 I am also very upset with this employee of mine “Azalina” She should know the people of PR’s state also contribute to federal tax. We vote out those council members who are NO GOOD (Corrupt and Inefficient) and why the hack is she give them the money again?
We all know the reason la. If go to PR’s Council. Nothing will come back! Right?

Our Dearest YB, pls give more emphasize on public safety! Our lives in JB are so being threatened, almost every single of us met snatch thieves, robbers, etc… some of them even with weapons! Situation getting worsen, a 27 yrs old guy was died after being robbed. How many lives still have to sacrifice??? We are so helpless, we hope to see improvements after victory by PR, but the thing is, are we able to keep our lives to witness the change???
I am one of the victims, being snatched last week. Police officer and Immigration response was ‘Please be more careful’, ‘U are lucky enough for not being injured’, but why so reactive??? should they launch some campaigns and take more effective actions against those robbers? even the last campaign was launch by rakyat ourselves to collect 10K signatures, create awareness of red light in JB safety.
Pak Lah promised to spend RM 34 billion to improve safety in M’sia, but I dont think is the matter of how much u spend, in fact how effective & efficient u spend… if not, RM 34 billion will bcome RM 34 upon implementation, just take example happened in Muar primary school.
We, people in JB, urge your serious attention on our difficulties faced day-to-day. We have no ways to voice out, but luckily we have U, angel sent by God, to save our lives in JB. Billion THANKS to our ‘Angel YB Cili Padi’…
