Dear Friends, the reply to the first question submitted for this Parliamentary session.

Puan Fong Po Kuan (Batu Gajah) minta Perdana Menteri menyatakan kesulitan yang dihadapi oleh YAB untuk melantik seorang ahli bagi menjawat jawatan Menteri Kewangan. Nyatakan sebab-sebab YAB Perdana Menteri masih mahu memegang jawatan Menteri Kewangan

Jawapan: YB Dato’ Seri Mohamed Nazri Abdul Aziz Menteri di Jabatan Perdana Menteri (30.4.2008)

Tuan Yang Di Pertua,

Perlantikan mana-mana individu untuk menjawat jawatan Menteri Kewangan merupakan hak budi bicara YAB Perdana Menteri.

Kementerian Kewangan merupakan agensi atau Kementerian pusat yang memainkan fungsi besar dalam urusan harian dan pentadbiran Kerajaan. Selain daripada urusan berkaitan kewangan Kerajaan itu sendiri, Kementerian Kewangan juga bertanggungjawab ke atas agensi-agensi seperti Bank Negara dan Suruhanjaya Sekuriti, serta penyeliaan ke atas entiti lain seperti syarikat berkaitan Kerajaan (GLCs).

Dalam hal ini, kedudukan YAB Perdana Menteri sebagai Menteri Kewangan boleh mengukuhkan lagi Kementerian Kewangan sebagai sebuah Kementerian pusat yang berperanan besar dan luas pengaruhnya. Dengan memegang kedua-dua jawatan, visi Perdana Menteri dan pelaksanaan Kerajaan dapat diselaras dan dijalankan dengan lebih efisien dan efektif.

  2. I think the explanation is full of crap. If more effective and efficient coordination is accomplished through having PM holding these 2 positions together, then, PM should be holding all the Minister posts in the Cabinet to ensure all 29 Ministries are coordinated properly (can’t remember what’s the exact number now). Otherwise, this explanation only meant that other Ministries are not as important and influencial as Finance Ministry.

    What PM should do is appoint someone qualified and knowledgeable in Finance, Business & Economics to lead the Ministry. Does PM trying to say that there is no one more capable than him in BN that can lead the Finance Ministry? Well, I am sure there are plenty of capable financial / business people in Pakatan Rakyat (e.g. Tony Pua) can help if he doesn’t mind. Unfortunately, unlike Pakatan, BN does not have bi-partisan spirit even when come to the interests of the Rakyat.

    So sad…

If I recall, the position of double Menteri Kewangan ( one by PM another a non political Menteri ) was created by Dr. M after Anwar Ibrahim saga to make the Finance Ministers position non-political as it is the third highest position in the Cabinet ( PM/DPM/Finance). Before this there was never a need to have 2 ministers in charge of Finance unless uncapable people are appointed. Tun Tan s Siew Sin held this post during Tunku’s time and there was never a hint of corrupt practice and the finances were managed frugally. Maybe MCA OKT may want to try get this position back for MCA knowing well Chinese manage their finances better with long term planning , better investments and lots of savings for future generations.

    The reply is crap and having two finance Ministers is just a waste of Public funds, maybe AAB needs a bigger pension, im baffled.

    In management, the easiest thing to do is to do nothing and just copy or inherit without changes, unless PM see the control is important to make sure the rightful fingers are in the cookie jar.

    All these nonsense have been going on for so long unchecked. We smell the rat but how can we rid of the rat?

    Any suggestions anyone? Pity Malaysia!!!

  5. With such reply, there is only a few answer to this. PM do not trust anyone else. Or there is too much loop holes in the finance ministry which should not be revealed or made known by anyone. Or maybe BN has run out of capable minister for this position.

  8. This racist reply is typical of a lackey. The Finance Ministry post is a very powerful post that Pak Lah needs more now to thwart any attempt to remove him by force.

  9. YB, frankly speaking, you should not waste your time questioning the administration practice, this is solely the executive right. You are in the legislative branch. Your job is to ensure right policy, not to advise the executive practice. Up to PM to to arrange his cabinet. If he is good, then ok, we all should be happy, if he fail, you can start banging him. Not bang him now. I think you should concentrate more on more pressing issues, the food supply and safety, the inflation, the education system, judicial corruption, security and public safety. All these issues are screwed up and you should fight for u.

  11. This is the usual practice by BN, one person assuming multiple ministerial positions. I have commented on this issue on the web many times. why not just dissolve the cabinet and set up one single “Kementerian Serbaguna” with the PM as the Menteri Serbaguna???
